M.T. has to keep the pressure on these countries. Even though they have accepted the technology there has been no public announcement by any of them. If it wasn't for the parlimentarian in Italy we would have to accept Kesh's word that they had accepted the tech. I think most countries would just go ahead and develop this "under the radar" if they could do so without the population being aware.
