When I was in the military and stationed in South Korea back the late 70s, drug stores didn't require prescriptions. Not sure if it's the same today, but that's how it was back then. And even back then there wasn't a drug problem in the south. And that's because of different values back then. The worst they had were alcoholics.

Back then US military were prohibited from going into Korean drug stores. But even I was paying locals to go buy me amphetamines back then. Cost about a buck for 100 of them, and that lasted me about a month.
