Iran has a diesel navy.Think about the fuel and food needed to keep a presence in the Atlantic.They do not have the money or the support ships to make it happen.

All of the country's you mention do not have the support ships or they would be there already.Look at the how much the US spends on defense.It takes a lot of money that the aforementioned country's do not have to build and support a navy capable of staying far from the home port for more than a week.China cannot do it and Russia is barely able to keep a few nuclear subs in the water.
