They are calibrating against the natural background so they know when something new pops up. Sort of being able to subtract the background noise out.

I suspect that this method might be able to locate the presence of some nuclear devices assuming they are secretly hidden at ground level.

Sounds like neutron detection technology used for port of entry, ocean and highway surveillance.

The resolution provided by the helicopters would be much finer than would be necessary to know in regards to Fukushima fallout. Sure some regions get hit harder than others, but this method would yield resolution down to specific buildings it sounds like.

I think they already know the Fuku fallout data from other less obtrusive sources, much of which data is now classified as secret by US and WHO authorities.

I remember a story from a decade ago about some teenager in the US or GB who accumulated and concentrated considerable amounts of publicly available nuclear materials, (there are a few) and according to the story he was first detected by a special government neutron detection van taking a general mobile survey.

What surprised me though is that I thought that all publicly available sources are alpha emitters and do not emit neutrons, but then it's true, if you pile enough alpha emitters together then free neutrons get created.
