I've heard that they put an experimental virus (one out of a thousand shots) as a test product. It is a way to experiment on the public without them knowing. the government did hundreds of experiments on people in the early 1900's to the 1920's.

My feeling is that it wasn't the vaccine they thought they were receiving. If you were to choose a testing ground to see what the human reaction to a particular substance would be, where else would be better than right smack in the middle of Africa.
