The statement about "I know how to properly report these individuals" is an empty threat and obviously by someone trying to silence an opinion they do not want to hear through fear.
If this person was serious they would tell how to issue a complaint to ensure others would follow the procedure.
The only way to get any response is to boldly lie and claim threats, this would get authorities to look into it however the person filling such a complaint could find themselves facing charges.
