INCB TREATY

In discharging its mandate under the
international drug control treaties, the
Board maintains an ongoing dialogue
with Governments through various means,
such as regular consultations and country
missions.

That dialogue has been instrumental
to the Board's efforts to assist Governments
in complying with the provisions of the treaties.
The Convention Evaluation Section of the
INCB Secretariat assists the Board in these task.

In addition, the Section
publishes the quarterly Newsletter of INCB.

Over the years, the Board has invoked article 14
of the 1961 Convention and/or
article 19 of the 1971 Convention
with respect to a limited number of States.

The Board's objective has been to encourage
compliance with those Conventions
when other means have failed.

In 2000, the Board invoked
article 14 of the 1961 Convention
as amended by the 1972 Protocol
with respect to Afghanistan,
in view of the widespread illicit cultivation
of opium poppy in that country.

Afghanistan is currently the only State
for which action is being taken pursuant to
article 14 of the 1961 Convention
as amended by the 1972 Protocol.

Article 14 of the 1961 Convention
(and that Convention as amended by
the 1972 Protocol) and article 19 of the
1971 Convention set out measures
that the Board may take to ensure
the execution of the provisions
of those Conventions.

Such measures, which consist
of increasingly severe steps,
are taken into consideration
when the Board has reason to believe
that the aims of the Conventions
are being seriously endangered
by the failure of a State to carry
out their provisions.

The States
concerned are not named until
the Board decides to bring the situation
to the attention of the parties,
the Economic and Social Council and the
Commission on Narcotic Drugs
(as in the case of Afghanistan).

Apart from Afghanistan, the States
concerned have taken sufficient
remedial measures so that the Board
was able to terminate action taken
under those articles vis-à-vis those States.

The 1961 Convention establishes
strict controls on the cultivation
of opium poppy, coca bush
cannabis plant
and their products,
which, in the Convention,
are described as "narcotic drugs"
(although cocaine is a stimulant drug
rather than one that induces sleep).

Control is exercised over 119 narcotic drugs,
mainly natural products,
such as opium and its derivatives,
morphine, codeine and heroin,
but also synthetic drugs,
such as methadone and pethidine,
as well as
cannabis
and coca leaf.

The system of estimates covers all States,
regardless of
whether or not
they are parties
to the 1961 Convention.

If this threads headlines are correct then the UN would be guilty of interfering with a Nations sovereign rights, or at least a states sovereign rights.. they need to be told to ....!!!

The UN is far far worse than the League of Nations and they were disbanded not long after WW11 because of the exact same ideals.

Bann the UN NOW.. bring down their house of power...they are nobodies friend, just a group of megalamianics pushing their own trip into nirvana at the rest of the worlds expense.

How much money does the black market make certain nations every year? Think about it...if it were not for drug profits places like Mexico would be on worldwide welfare. The UN doesn't want to have to support these welfare nations, so they let things just how they are. Big pharma, which runs the world with the bankers, doesn't want it legal either.

I've been really reading a lot on the legalization of pot lately and there is legislation due to be voted on that removes pot from being a controlled substance, which I believe would be great. My state is backwards and draconian, I don't smoke now but if the laws made it legal I'd be one of the first people to sign up.

Right when it looks like we finally made progress on things with our own government, the UN has to stick their nose in our business and try to ruin things!

Eric Holder is about to release the feds response to the legalization in the 2 states that voted for it. We need to show these people in government that they work for us, not against us. If the people of a state or nation want things a certain way, then you have to oblige and do what the people want.

And then yes, there is also that they need to keep their monopoly on sales going. If its made legal and you can grow your own, you cut out the middleman and he can no longer make a dirty profit off of you. PLUS you become a cannagenius and get your attitude adjusted and they LOSE THEIR GRIP ON YOU.

And my final observation: it does look like the movement to legalize has ballooned and is about to spread nation wide. The Feds don't seem to be able to control the pro-legalization sentiment, even if they can still control the flow. Therefore, they need a "higher authority" (no pun intended) to enter the scene and try to keep it illegal, and I would bet that's because it's a huge money maker for the secret establishment. They don't want to lose that chunk of Ill-gotten profit.

Cannabis threatens the petroleum dependent US-Dollar. Cannabis has so many uses, that it could easily replace many oilbased products.
If you could grow your own fuel, medicine, plastic etc etc. in your backyard, how would the Petrodollar be affected? Think about it...

Wait, it is a danger for every currency, since all of them are tied to the US-Dollar. So, as long as they dont hold all the patents on all uses of cannabis, dont expect it to be decriminalized.

Treat USA Growers like Afgans?

Does that mean that the US Goverment will provide armed guards and subsidize the cost of fertilizer for the growers in California and Colorado like they do for the Afgan farmers...who produce over 90% of the world's poppy?

The reason pot prohibition is allowed is because we have a treaty. Otherwise the laws would be unconstitutional. WE force other countries to abide by the treaty. Now we ourselves are violating it. So of course the UN is going to fuss. This is to be expected. We need to break the treaty and make it no longer in effect. Then pot will be legal by default. As long as that treaty exists we are bound to keep pot illegal.

It will be easier to reach people if we use the universal, medical term: Cannabis. "Marijuana" was used in the us by the media and law enforcement to link it with those "dirty mexicans" who wanted our women and money back in the '50s and '60s, and to decouple it from the idea of medicine, which it was and is.

States with legalization support enough to pass bills will eventually pass secession bills.
