Something Not Right with the Syria Story?

Okay, maybe it was due to sleep deprivation, but I could've sworn that when the story about chemical weapons being used in Syria first broke, everyone, from CNN to BBC was reporting that the rebels were the one's to use it. Yet just now I read this;

Notice that the title says, "Has Syria Used Chemical Weapons," implying the Syrian government?

Was I wrong on my initial idea, or was that just an amazingly quick turnaround by the MSM?
