Russia is building Star Wars defence system, wants to mine lunar Helium 3

I think the 500Kt Chelyabinsk meteor that exploded over Russia in February has spooked them. Their "Star Wars" will probably not only target small asteroids but also ICBMs.

They also want to start mining Helium 3 on the moon:

"Russian rocket-maker OAO Energiya has proposed industrializing space to mine the moon for helium-3 and other potential sources of energy."

Meanwhile, back at NASA, they are still outsourcing to India because of budget cuts.
