Phildelphia: couple detained for handing out flyers and excercising freedom of speech

Around 10 park rangers surround and handcuff a couple who were freely speaking to the public and distributing flyers in front of the Statue of Thomas Jefferson.

They were not allowed to leave and were told they were not arrested but had not sought the appropriate permits to do what they were doing.

Park Rangers refused to give their names with some not wearing, or covering their name badges up by folding their arms over them.

Is it really illegal to engage with the public? If you walk in any mall or area with heavy traffic of the public, people are handing out flyers all the time, in fact they push them in your face until you alare forced to take them which was not the case here.

The flyers, and even money were allegedly taken from the man and his hands were bruised because the cuffs were on so tight...

Is what they did really ilegal or were they within their constitutional rights?

Is free speech dead in the USA?
