It seems as though he is truly mentally ill. Odd that he mentions neural monitoring, as this is a real thing. What to make of that, I do not know.

While he is apparently suffering from mental illness, the cause of it may be hard or impossible to determine. The truth is, covert and repulsive human experimentation is part of the verifiable record of this country.
