When will the Foot Soldiers realize that they aren't the Elite?

This kinda explains why they don't let you into the police if you score too high on the entrance exam, they don't want people capable of critical thinking.

Also the American Dream is part of the problem, it makes the Foot Soldiers think that someday they too can be Elite.
