Many bar owners, booking agents and promoters are bemoaning changes to the federal regulations surrounding foreign workers entering Canada which will see them hit with heavier financial burdens that could deal a crippling blow to live music at the club level.

The new rules, which quietly came into effect July 31, will double, triple or even quadruple the cost of bringing in international artists to perform in bars, restaurants or coffee shops, affecting such local venues for music lovers as The Palomino, Ironwood, Broken City, Blues Can, and the Ship & Anchor, and their counterparts across the country.

The regulations require that any venue with a primary business other than music but which also books bands or performers must now pay an application fee of $275 per musician and those travelling with the band (tour manager, sound person, guitar tech, etc.) when it applies for a Labour Market Opinion, or LMO, to allow those outside workers to perform and work in their establishment. That’s also in addition to an extra $150 for each approved musician and crew member’s work permit.

Prior to the changes, the fee was simply $150 per band member, maxing out at $450, and that was a one-time fee for them to simply enter the country, which allowed venue owners across Canada to share the nominal cost or book them separately at no extra charge.

Spencer Brown, the longtime booker for downtown venue The Palomino — which hosts a mix of local, national and out-of-country acts — was surprised by the changes, saying there was “no consultation, no warning, nothing of the sort,” and only learned of them when an agency he works with “called him in a panic” at the beginning of the month in regards to an upcoming show.

how does this make you feel? I for one, as a band member, am outraged at these new fees. basically, this is trying to kill the music scene, and pretty much just trying to make money off of the "big" artists who could afford to pay.. and for all those smaller bands out there.. well if you don't have the money, then you don't deserve to be heard in another country, right? it is simply mind boggling that something like this can pass.

Short term gains lead to long term pains.

Seems to me that the Canadian gov is shooting itself in the foot to ensure Canada doesn't get too culturally diverse. This is politics at it's very worst.

The silliest part is that big bands, playing more than one big venue, are exempt. "Miley C can get in free" (see what I did there?) and make millions, but the small guys are being discouraged.

Outrageous!

that is a good point you have, but isn't music about sharing and bonding with different people, learning about new tastes of music. I know we have the internet and it is very easy to get heard around the world in an instant, but a live show is on another level... it's the energy that makes the difference

and this is exactly the kind of mentality they want you to have. yes it's fundamental to support your local scene, but i have alot of friends in the US that, without them, we wouldnt have such great shows in the past. think of it this way, wherever you are in the world, you are part of one big music scene.

Canadian content laws.. been around for quite awhile.

If you restrict the arena, especially in the arts, you dilute the quality.
Sure, you give work to locals..
If you don't compete with the best on a level playing field.. yer just jackin' yourself..

Why do you think the best of the best in Canada.. end up in the states..?

That's one of the reasons I moved to Nashville in '76...
Quebecois revulsion is another.

Already hard enough to earn money playing music. Now the government wants to charge that just to play at one club? Bullshit. No other word for it. I thought you guys had more sense up there but since Dubya your politicians have been on some kind of power trip.
