In 1997 Bill Clinton placed a 90 month per lifetime aid limit on your hypothetical 21 year old mother of 10. That includes dwindling food stamp payments as well. So you're 16 years behind reality. Oh, and there's a work stipulation even for the mother of a newborn..which is pretty cruel and undermines the bonding process.
You have no idea of what is being taken from what resource fund anyway...and they're all drying up for the most vulnerable each year. I don't believe any of the 99% is NOT being shaken down.
"Obamacare" doesn't even exist yet anyway. So this plan which the Feds back for 1 year is dumped on the states in 3 years. Both sides of the aisle turned this plan into an abortion in any case. There might not even BE an "Obamacare" even if we live that long.
