I think both of you should look into this closer with HUD. They may be breaking guidelines set up and HUD can look into this for you. From your description, the owners of your property fall under the HUD's federal regulations, regardless if they are privately owned. [ link to portal.hud.gov] Good Luck!  The last person who called ended up evicted. After you call, they launch an investigation and the person who complained doesn't remain anonymous since you must make a personal complaint. At least, that's what I was told by some of the long-timers here. I'll give them a call and see what I can find out. Thanks for the link!!
