The other thing I forgot to mention are the rules the management put in place where residents have to take care of the landscaping and exterior siding, etc. I believe what they are doing is against Texas laws, which in each State HUD uses for their guidelines. Anything outside the apartment or rental unit in a "multi-unit" community is considered "common area". The owners/management company is required to upkeep the common grounds, not the residents. They can not require a resident to do this work. You can also file a complaint with the Texas State Attorney General for human rights violations of the disabled and elderly.
