Congress will NOT vote if Pres doesn't have enough support to pass

Chris Wallace of Fox News just said that right now
with at least 300 congressional against the Syria resolution,
if President's internal data suggests they will lose
the vote, Congress will NOT VOTE on this, will not
"embarrass" the President. whammo !
then BO can say Congress didn't reject it !
