Why say it's going to be "ground up and destroyed?" Surely the person saying that knows it sounds bizarre as hell.

Is it possible the person releasing that info wanted people to notice it - because he/she thinks it's odd and wants people to examine the weirdness? Otherwise, why on earth say it? Maybe to drive the point home that all analysis is useless?

Yes why would they announce this and also trumpet how they are making all the workers take a legal vow of silence and having guards patrol
