They have tapped the phones of world leaders all over the globe. At a MINIMUM (as they've actually admitted), they collect metadata on basically all forms of domestic electronic communication including phone calls. Bottom line, the aforementioned intelligence agencies could track down people like the john doe in the story in about an hour. But that doesn't happen. Instead the fbi assigns a couple lightweight agents to the case, puts up a webpage, and the general public assumes that such cases are actually a priority for our federal agencies. They aren't.

Another issue is why do so many sex offenders get pathetically short prison sentences? Who the fuck are the judges and people comprising the juries in such cases? The recidivism rate for those offenders is insanely high.
