Military systems in the USA are built to resist the effects of an EMP.
Plus the EMP effects of a Nuclear Weapon being detonated 20 - 40km above earth don't last long.
It depends where it's detonated, it can last anywhere to 1 milisecond (Yes, check internet sources) to indefinately, this is dependent on altitude, power of said weapon, jetstream, and durability of the electronics.
Our power infrastructure isn't weak.
