Raytheon's new Toy-Saw one of these in South Texas...
[link to www.usatoday.com]

Big ass blimp called a JLENS. Army project.

I was able to snap a pic... If someone with uploading capability will shoot me an email addy I'll send it. (Mine is much more impressive than the articles)

(Snip... 50% rule observed)

"Successful tests of the U.S. Army's anti-missile blimp system called JLENS at the Dugway Proving Grounds in Utah, completed in June, means the two "aerostats" should next be stationed outside Baltimore and 10,000 feet up in the air, in September of 2014, says Douglas Burgess of defense contractor Raytheon, which manages the program.

Originally designed to detect cruise missiles, the radars can detect light planes, drones, boats and vehicles on the ground. The goal in stationing the blimps on the East Coast next year is to test their radars in a high-traffic area in order to simulate their use in military situations where they might better warn of threats from the air, land or sea. At present, the experiment is solely a U.S. Army program and not supported by the Department of Homeland Security, which has oversight on watching for domestic terror threats."

Why would this be close to the border in South Texas and what are your concerns with Homeland Security getting use of these.

The article went out of its way to mention this was Army only, and not DHS... Kinda sketchy.

They have had one of these over Ft. Huachuca in Tucson for over ten years doing surveillance of the border. It's not a blimp as much as it is a balloon.

Cheers!

Does anyone know where outside of Baltimore they will be tethered?

Very interesting find OP, I wonder if what they are really worried about is the following:

All light aircraft are already tracked by NORAD, they have been able to do that for a long time.

What they are afraid of is the small and portable quadrotor drones that can rival military capabilities for a few thousand bucks and are the size of a large bird. That would take something like what you found to detect.
