I really don't think that Jesus will return with an AR-15, but he's saying that people need to stand up for the foundations of the Christian religion which basically are:

1. Freedom to do what you want to do as long as you're not hurting others or forcing them to do something they don't want to do.

2. Always act in the best interest of those around you, doing your best not to cause harm or loss to others.

People who don't follow those rules should be punished.

The first thing evil, careless people do is:

1. Buy a Gun

2. Buy Bullets

3. Buy a fancy car and clothes

They'll live in a cardboard box but you can bet they'll have a gun and exercise power over those who don't have a gun.

The general is basically saying that you need to have a weapon that can stand up to those breaking those rules and be prepared to stand against them or you will become a victim. He's not saying that you have to wave it around threatening anyone or that you actually have to use it at any time in your life, just be prepared in case.
