Washington law makers are making sure that they fuck the little guy while the state makes a shitload of money. That takes allot of time and planning.

The cops have gotten so used to revenuing off illegal marijuana they are having a really hard time with the concept of it no longer being illegal.
So local governments are also enacting bullshit laws which cause further delays.

Apparently trying to retain control authority when switching from a govt controlled black market to a government controlled open market requires allot of foot dragging in order to retain the profit margin.

Does Colorado impose a three tier 75% tax? I doubt it.
