They seem to be able to do this by Block Busting Politics, Real Estate, infrastructure, and so-on.
The concern is what are they working towards? What are their bigger plans? Consider the drug lord house raided in Mexico recently had 22 billion in cash alone. Are they buying rocket-ships or are they buying rockets? Maybe both, maybe not.
