There aren't enough votes to get bills to legalize recreational use of marijuana out of a Senate or House committee this session, so advocates are now pinning their hopes on legislation that would turn pot possession into a civil offense.



Scores of people from all over the state attended a marijuana rally Thursday supporting everything from making it legal, decriminalizing it to expanding medical marijuana.

"Despite comparable rates of use, African-Americans are overwhelmingly arrested for marijuana possession. That is not fair, that is not right, and it needs to end," said Sara Love, policy director for the American Civil Liberties Union.

But it's the decriminalization bill that's making progress. The Senate on Thursday passed a bill to decriminalize marijuana by a vote of 36-8. It's an amended version designed to make it more acceptable to the delegates in the House, where it will now head.

"Drug dealers have children peddle marijuana on the street corners and in our schools. That needs to stop. The only way to make that stop is to end the prohibition of marijuana. Regulate it," said retired Major Neil Franklin, who is with the group Law Enforcement Against Prohibition.

fuck no! maryland drivers are already among the worst in the nation, dude!

AG - this does not bode well for the beltway.

i wish you well (bc i think, iirc, you live there).

the beltway is going to be either slower than it is already or just full of accidents.
troopers gonna be pulling people over for driving toooooo damn slow and more reckless drivers bc there are those who just love to mix the mary jane with the drank, etc. jus' sayin'

Something fishy about an Administration that is OK with people going around stoned. Not sure I like this.

I rather keep things the way they were. Never had a problem myself. But that's my personal choice, and I always accepted the risk involved.

i am well familiar with the DC area and the beltway....i don't see how decriminalization is going to make the 95 corridor through b'more safer or the beltway better (even with all those high priced toll roads that have been opened).

seems like a no-brainer to reject that and NOT sign the bill.

i won't go to maryland bc of the legalization of lgbt marriage. screw giving that state any revenue and i hope the rural counties secede.

do you know that in islam while alcohol is haram (not allowed), pot, hash, and opium are not haram and are allowed?

in europe, there are plenty of muslims who are drug dealers.....never heard of a drug dealer who wasn't muslim, actually.

Why everyone gets butthurt about marijuana I'll never know.

If you don't like it don't associate yourself with it.

That's as simple as it should be.

It shouldnt be decriminalized anywhere, it should be legalized.

If you disagree with that then you're against freedom.

It could be regulated, kept from bothering those who dislike it, and all would be well. Regulate it like alcohol and there wouldn't be any problem.
