NUKE TROUBLES RUN DEEP; KEY OFFICERS "BURNED OUT"

'WASHINGTON (AP) -- Trouble inside the Air Force's nuclear missile force runs deeper and wider than officials have let on.

An unpublished study for the Air Force, obtained by The Associated Press, cites "burnout" among launch officers with their fingers on the triggers of 450 weapons of mass destruction. Also, evidence of broader behavioral issues across the intercontinental ballistic missile force, including sexual assaults and domestic violence.

The study, provided to the AP in draft form, says that court-martial rates in the nuclear missile force in 2011 and 2012 were more than twice as high as in the overall Air Force. Administrative punishments, such as written reprimands for rules violations and other misbehavior, also were higher in those years.

These indicators add a new dimension to an emerging picture of malaise and worse inside the ICBM force, an arm of the Air Force with a proud heritage but an uncertain future.

Concerned about heightened levels of misconduct, the Air Force directed RAND Corp....'

Malmstrom nuclear launch officers tied to narcotics probe

'F.E. WARREN AIR FORCE BASE, WYO. — Hoping to boost sagging morale, Defense Secretary Chuck Hagel made a rare visit Thursday to an Air Force nuclear missile base and the men and women who operate and safeguard the nation’s Minuteman 3 missiles. But his attempt to cheer the troops was tempered by news that launch officers at another base had been implicated in an illegal-narcotics investigation....'

Malmstrom AFB nuclear officers cheated on proficiency test

GREAT FALLS - Nearly three dozen Air Force officers in the nuclear force at Malmstrom Air Force Base were found to have cheated on a proficiency test, the Pentagon said on Wednesday.

"This was a failure of integrity," said Air Force Secretary Deborah Lee James.

Major Laver, a public affairs spokeswoman at Air Force Global Strike Command at Barksdale Air Force Base in Louisiana, which oversees all ICBM bases in the Air Force, told KRTV that the cheating happened at Malmstrom Air Force Base and involved 34 nuclear officers.

The cheating was discovered as part of an ongoing investigation into alleged drug activity among officers.

The cheating reportedly happened between August and September 2013.

Analysis: Points to consider as Malmstrom probe unfolds

'On Wednesday, the Air Force announced that 34 missile crew members at Malmstrom Air Force Base were implicated in cheating on a monthly proficiency test. The nuclear world is complex and much of its work is classified or unreleasable as it relates directly to national security.

Here’s some key points to help understand the situation:

Who has been implicated in the cheating?

Thirty-four missile crew members have been decertified and their security clearances suspended. The group includes second lieutenants, first lieutenants and captains. Those are the first three officer ranks in the Air Force. Commissioning as an officer in the Air Force requires a four-year college degree. They were decertified from nuclear duties through the Personnel Reliability Program. It’s a Department of Defense program designed to ensure that nuclear duties are performed by reliable airmen and civilians. Removal from the program is nonpunitive and has three levels of removal from the program. To learn more about the program, read Wednesday’s Tribune story....'

New commanders in place at MAFB

'With most of the top leadership at Malmstrom Air Force Base removed last week, the new leadership team came in quickly and quietly.

The new commander, Col. Tom Wilcox, assumed command of the 341st Missile Wing on Thursday, the same day Col. Robert Stanley announced he was resigning his command and retiring.

Wilcox previously served as director of the Security Forces Division and director of Installations and Logistics at Air Force Global Strike Command in Louisiana....'
