'...The empty silos count toward the non-deployed launcher limit of 800 under the New START treaty, which was ratified by the Senate in 2010 and entered force in 2011.

The determination of which missiles will be removed hasn’t been made yet and there’s currently no time line for that decision other than the New START deadline of February 2018....

....The 2010 Nuclear Posture Review and the most recent Quadrennial Defense Review state that the U.S. will maintain the nuclear triad, which includes ICBMs, submarines and bomber aircraft. The New START treaty allows the triad to remain, but in reduced numbers. President Barack Obama has called for further reductions beyond New START levels, which has met resistance in Congress so far.

Because the silos will remain fully operational, no ICBM squadrons will be cut, according to defense officials. An environmental assessment also is no longer needed. The environmental assessment has been a sticking point between the Defense Department and congressional lawmakers from nuclear states, including Montana’s delegation....'
