Never heard the term before, but I'm guessing he means that Social Security is such a hot button for Obama's voters, that it's best not to even talk about it, as it would set them off like a dog that just got hit with a whistle. We used to call it a "third rail," because it's like the third rail of a subway track, the one that the electricity runs through. To touch it would be to suggest that, since SS is contributing to the debt, that we ought to do something about it, and woe to the man who suggests that we do something about Social Security.

Obvious manipulation here - They want to draw you in with the Obama instructed to mislead Americans angle - but then throw curve of SS is part of the deficit problem. Bullshit. SS is not welfare. People PAY into SS.
