I think he's supposed to be the bad guy. I think you're supposed to stop him but I could be wrong.

Still, they decided to include this quote in the launch trailer for the game, knowing that millions of people would see it due to Call of Duty's immense popularity. They want you to be angry at this character and convince you to buy the game so you can defeat him. What if these games aren't meant to trick people in to believing that a police state is good and instead make these characters out to be the bad guys to reinforce the idea that this is wrong?
