Collective self-defense scope remains vague as Diet debate kicks off

"The first Diet debate on a decision by Prime Minister Shinzo Abe's Cabinet over the country's collective self-defense was held in the House of Representatives Budget Committee on July 14. While emphasizing that Japan would be allowed to use the right to collective self-defense in a limited manner, Abe said whether to use force in operations including those for collective security would be left to the discretion of the government of the day.

Abe, however, did not answer questions over such issues as consistency with previous governments' interpretation of the Constitution and risks the Self-Defense Forces (SDF) would have to take, deepening concerns that the scope of Japan's use of force could be expanded endlessly.

The leader of the main opposition Democratic Party of Japan (DPJ), Banri Kaieda, criticized that "three new conditions for using force" -- the core of the July 1 Cabinet decision -- would not work to limit the scope of using force. But Prime Minister Abe disputed his argument, saying, "We can say that they are the most stringent in the world as conditions for exercising the right to collective self-defense." With respect to the three new conditions, Japan would be allowed to use force if "there is a clear danger of the country's existence being threatened and people's rights being fundamentally overturned." Cabinet Legislation Bureau Director General Yusuke Yokobatake explained, "It is a situation in which serious and grave damage, which is equivalent to what is caused by an attack on Japan, is clearly to be inflicted on the people"."
