In prison you can't wear a belt for obvious reason. The inmate pants sag as a result. The street naggers want to emulate the prison thugs and thus the saggy pants.

I agree that its an eyesore i hate seeing saggy pants. It is more a black thing, cant go anywhere without standing behind 3 of them with nothing covering their ass but a thin ratty pair of boxers. With that being said this is America, its not right to take away our right to dress as we choose, thats our right. If you ban this, then also ban certain clothes larger than a Medium, bathing suits, short skirts, revealing clothes, mens skinny jeans, turbans, tattoos, and facial piercings etc etc etc. These are all things that people have a right to choose to wear, but may offend others. People are just way too focused about everyone else and need to mind their own business. I would rather everyone be able to express themselves live in a country that says what people can wear.
