In the UK and Holland we have recently had a particularly good display, I know from experience that we rarely see them from Southern England. I don't know how you can say with such certainty that they are not related to C/2012 S1 ISON, I would imagine all active Earth crossing comets contribute to mesopheric dust and therefore noctilucent clouds. The idea is that the NLCs form at high altitude on the water vapour from the rocket exhaust. In 1908 an immense explosion in the Tunguska region of Siberia flatened trees over a 2000 square kilometre area, but left no crater. [link to www.youtube.com] One strange result of Tunguska is that the skies were lit up for days afterwards by NLCs. This had lead investigators to believe that Tunguska was caused by a comet which started to release water vapour when it entered the upper atmosphere, just like the shuttle did.
