How did this come to your attention OP? Or what makes you think that the delay is an observer rather than a a delay from the host company?
Quoting: Anonymous Coward 59525581 Seduction. That's at least what led me in the right direction. The delay still happens by the host company, but the execution is done by the intercept. If the intercept wasn't run by people with half a brain, it would be less obvious. After you know what to look for, you can tell when it is and isn't happening.
