What was extraordinary about the great flu pandemic of 2018 was not only that it came exactly 100 years after the Spanish flu of 1918, but that it also killed 5 per cent of the world’s population. In 1918, that proportion meant some 100 million people. In 2018, nearly 400 million fell victim. Of those, some one million were in Britain. Nearly every family lost a loved one, with children and the elderly being particularly vulnerable. The NHS was unable to cope with the sheer numbers infected, which ran to around ten million — almost a sixth of the population.
With no vaccine available, all that doctors could do was to send people home and tell them to hope for the best.
It was the worst natural disaster the world had ever seen. But the virus was no random creation of Mother Nature — it was man-made, produced by an obscure professor at a university deep in the heart of the U.S. This may sound like a science-fiction scenario that would strain credulity but, terrifyingly, it is all too possible. Professor Yoshihiro Kawaoka of the University of Wisconsin-Madison has created a deadly new strain of the 2009 swine flu virus — for which there is no known vaccine. If the virus escaped from Professor Kawaoka’s laboratory it could kill hundreds of millions — perhaps even a billion. Worryingly, scientists seem as alarmed as the general public.
Professor Kawaoka revealed what he had done at a secret meeting held earlier this year, and his fellow virologists appear to have reacted with despair. ‘He’s basically got a known pandemic strain that is now resistant to vaccination,’ said one scientist who did not wish to be named. ‘Everything he did before was dangerous, but this is even madder.’

“Through selection of immune escape viruses in the laboratory under appropriate containment conditions, we were able to identify the key regions [that] would enable 2009 H1N1 viruses to escape immunity,” Professor Kawaoka said in an email. “Viruses in clinical isolates have been identified that have these same changes in the [viral protein]. This shows that escape viruses emerge in nature and laboratory studies like ours have relevance to what occurs in nature,” he said.
He took the 2009 pandemic flu virus and selected out strains that were not neutralised by human antibodies. He repeated this several times until he got a real humdinger of a virus,” said one scientist who was present at Professor Kawaoka’s talk. “He left no doubt in my mind that he had achieved it. He used a flu virus that is known to infect humans and then manipulated it in such a way that it would effectively leave the global population defenceless if it ever escaped from his laboratory,” he said.

However, this study was done at the lower level-2 biosafety. The university has said repeatedly that there is little or no risk of an accidental escape from the lab, although a similar US Government lab at the Centers for Disease Control and Prevention in Atlanta with a higher level-3 biosafety rating was recently criticised over the accidental exposure of at least 75 lab workers to possible anthrax infection.

Biosafety level 1 - This level is suitable for work involving well-characterized agents not known to consistently cause disease in healthy adult humans, and of minimal potential hazard to laboratory personnel and the environment.

Biosafety level 2 - This level is similar to Biosafety Level 1 and is suitable for work involving agents of moderate potential hazard to personnel and the environment.
Note: As you can see a drug-resistant pandemic strain of H1N1 with a 95%+ mortality rate would NOT fall into this BSL2 category at all...

Biosafety level 3 - This level is applicable to clinical, diagnostic, teaching, research, or production facilities in which work is done with indigenous or exotic agents which may cause serious or potentially lethal disease after inhalation.
Note: This would be the minimum legal BSL for the strain Dr Kawaoka created, and even they tend to have accidental releases from time to time.

Biosafety level 4 - This level is required for work with dangerous and exotic agents that pose a high individual risk of aerosol-transmitted laboratory infections, agents which cause severe to fatal disease in humans for which vaccines or other treatments are not available, such as Bolivian and Argentine hemorrhagic fevers, Marburg virus, Ebola virus, Lassa virus, Crimean-Congo hemorrhagic fever, and various other hemorrhagic diseases.

In short, this man should be arrested and his viral samples should be destroyed...
