Feet are usually enclosed in synthetic materials and foam (also known as shoes) so after the ankle decays enough to break off the foot will be the last to decay and the most likely to wash ashore.

When I was a kid, it was always rumored that Lummi Island was a place that people disappeared on, for good. And that only parts washed ashore afterward.
