It may backfire, once people realize that once the swat team shows up, somebody is going to die one way or another, so Obola basically painted a big target on them.

I'm no supporter but to reduce the hype/panic : he says "rapid response team": "essentially a swat team".

I'm thinking a trained, equipped, experienced team
handling the patients could prevent alot of deadly mistakes. They're going to be really tired flying around the country all day; people are going to have to wait for service. the dead don't mind.
