That Sweden and Finland signed a 'special contract' with NATO.

Exactly. The goal is to get so deeply integrated into NATO that when the time comes, the leaders will say: "Look, absolutely nothing will change if we join NATO formally. We're already spending the same amount of money and taking part in the same activities as the member states. Signing the treaty be just a formality."

Without formally joining we are not getting any security so this "let's make voting irrelevant' BS is only hurting us.
