If blowing it up was to minimise the damage I would hate to think what would have happened if he hadent. I mean how much more catastrophic a failure could it have been. May be it was on a collision course with a major us city. Terrorism???

Surely the Range Officer makes the destruct call? He/she is the Shot-Caller!

The only thing I read said that they didn't want it to end up in a major city because they knew it would never make orbit. It didn't say how they knew.
