"Venus exploration has been deemed off-limits due to its inhospitable climate -- but NASA believes Cloud City may be the answer." [ link to www.cnet.com] Whether this concept will happen in my life time who knows? I had a relative that helped designed the first Space shuttle at NASA, He said building a floating space city was a goal they were looking at, and this was 20 years ago. Im sure its still at blueprint stage but I can vouch for this.
