It's not the rule. It's just an interpretation of the rule and that's why it's called the Calvin Johnson rule. They just use it when it's convenient. If they were consistent with it, half of completions could be reversed.
Watch this clip from Super Bowl XII, at about 35 seconds it has a Roger Staubach to Butch Johnson touchdown that needs to be reversed as we'll according to this interpretation.
