Questioning Zebah and Zalmunna they confessed to killing Gideon's people:
Judges 8:18 Then said he unto Zebah and Zalmunna, What manner of men were they whom ye slew at Tabor? And they answered, As thou art, so were they; each one resembled the children of a king.

According to biblehub - these ornaments around the camels neck were "little moons," crescent-shaped ornaments of gold and silver, still in common use to decorate animals. Some have thought that these were worn in honour of Astarte, or the moon, the goddess of the Phoenicians, from whom these people had borrowed that idolatry.
