Israel during the time of judges was mostly a theocracy - and Gideon reminds them of this:

Judges 8:23 ...the Lord shall rule over you.
 Quoting: Anonymous Coward 76245214

After this Gideon makes an odd request:

Judges 8:24 And Gideon said unto them, I would desire a request of you, that ye would give me every man the earrings of his prey. (For they had golden earrings, because they were Ishmaelites.)
 Quoting: Anonymous Coward 75895175

According to biblehub - we are discovering a weakness in Gideon - the want of prosperity:

Verse 24. - I would desire a request of you. Again human weakness breaks out in this great man, and we seem to see the effect of great prosperity in stirring up selfish desires in his heart.

It was perhaps not without significance that mention was made in ver. 21 of his taking the ornaments that were on the camels' necks in connection with the slaughter of the kings. Anyhow we have now a second instance of a love of spoil.

It seems to have been a national custom with the Ishmaelites, among whom the Midianites are reckoned (see Genesis 37:25-28), to wear golden rings; hence when they came to strip the slain there was a vast booty of gold rings. These Gideon asked for as his share...

The people readily agreed to his request:

Judges 8:25 And they answered, We will willingly give them to you
 Quoting: Anonymous Coward 75719921

The spoils were of a significant value:

Judges 8:26 And the weight of the golden earrings that he requested was a thousand and seven hundred shekels of gold; beside ornaments, and collars, and purple raiment that was on the kings of Midian, and beside the chains that were about their camels' necks.
