What does it mean - for the Spirit of the Lord to move in Samson.

To move him at times, i.e. to stir him up to heroical designs; to show forth his power in him in the frame of his mind, and in the strength of his body

It wasn't constant, but at those times when called for.

Judges 14 reveals a weakness Samson displays his entire life; a passion for beautiful woman.

In the first verse, he spots a beautiful woman and immediately without thinking it through - tells his parents he wants to marry her.

Judges 14:1 And Samson went down to Timnath, and saw a woman in Timnath of the daughters of the Philistines.

2 And he came up, and told his father and his mother, and said, I have seen a woman in Timnath of the daughters of the Philistines: now therefore get her for me to wife.

His parents tried to dissuade him from taking her for a wife - but he would hear none of it:

Judges 14:3 Then his father and his mother said unto him, Is there never a woman among the daughters of thy brethren, or among all my people, that thou goest to take a wife of the uncircumcised Philistines? And Samson said unto his father, Get her for me; for she pleaseth me well.

His parents had no idea this was all part of God's bigger plsn - to weaken the philistines:

Judges 14:4 But his father and his mother knew not that it was of the Lord, that he sought an occasion against the Philistines: for at that time the Philistines had dominion over Israel.
