From the communists, to the nazis, to isis, the most evil groups throughout history have all had a no drug policy, so that hurting and killing people would become the drug of choice. There's nothing more dangerous than a testosterone fueled sober man with hate in his heart. When drugs have been administered, the drugs have usually been on the amphetamine chemical spectrum, to make them even more insane, and it doesn't inhibit hateful feelings/intentions like marijuana and some other drugs do.
