No, see what really happens is, illegals use a fake SS# so when they don't file & they dont get a return or the "Earned Income Tax Credit—EITC" (Reagan's program btw & the single largest act of wealth redistribution ever) the Gov get's to keep the money that's why they don't want this to happen they spent the money & want to continue spending the money

Do Americans know that they don't actually need to pay taxes? It's just the mafia known as the IRS enforces that you pay them protection money.

I've been waiting for someone to explain how illegal aliens that can not legally pay taxes, can get a refund. If they were paying taxes, they should be in prison for identity theft. They could not have a SSN so they can't pay taxes. If they didn't pay, they don't get a refund. Refund, by definition, is the return of money you paid. NO PAY, NO REFUND!

The IRS does have a very legal process for someone without a social security number to obtain an Individual Taxpayer Identification Number which would allow them to file their taxes and at the same time would allow the IRS to keep track of them.
