It's primarily due to declining aquifer levels -- the region pumps more water out of the aquifer than is recharged from rainfall. So the surface of the earth above the aquifer literally sinks. I remember blowing my blinds up off the windowsill. I guess it was slightly cracked that night. I was HS kid when it happened. 1989ish?
