The point is that this is a official USA government document that for the first time confirms Israel's possession of nuclear weapons. The point also is that all references to other countries on that document were obscured, making this a targeted action against Israel specifically. Coming from the United States of America. The use of nuclear weapons was discussed in council and they decided NOT TO USE THEM, despite their precarious situation. If they were not responsible, they would probably have used them.
