Animals can communicate with their owners. When the Bible says "the donkey said" we can simply take that as the donkey's expression and behaviour communicated its thoughts to Balaam.

I personally think the Bible means what it says, 'the donkey said.' I know they're called 'dumb' animals, but I think it's because they normally can't speak, not that they're stupid in any way.
