Jordan has massive sections of their country inhabited by Palestinian refugees. The king has had his own uprisings in Jordan to contend with albeit the massive cost of housing, feeding, and providing health care to the Palestinians. Most of these refugees have no formal education and very few are skilled enough to participate in the overall economy.

Jordan has long contended that the West Bank is actually Jordanian territory and that it is the king's 'sacred duty' to directly oversee Jerusalem [he actually said this in a speech at the UN].

As one of the very few Middle Eastern Muslim countries without oil, Jordan remained very poor and could not fully participate in the Arab world. Now they discovered uranium deposits and finally can finance their own agenda.

Of all the Middle Eastern countries Syria, Jordan, and Egypt were the most tolerant of diversity. They protected Christians and other religions. They were some of the most Westernized as well.
