I can see the point the author is making - thoughts are not crimes, it is action that is a crime in this case. I get the same "kill all pedos" reaction, though.

In my country, until 1987 the start of the marrying age was 14. Then a new 1987 constitution arbitrarily changed that to 18 without any public hearing.

For muslims in my country the start of the marrying age is 16 and can be as young as 12 if the imam and the parents all agree that the girl is ready.
